A Letter to Our City’s Leaders — Building the Future Fayetteville Deserves

Our city is at a crossroads. We can continue down the path of slow, uneven growth, or we can rise together and build a future that’s equitable, innovative, and strong for every resident, no matter their ZIP code.

As a U.S. Army Combat Veteran, national policy advocate, and candidate for City Council District 7, I believe the choice is clear: progress demands vision and action. Fayetteville and Cumberland County deserve more than short-term fixes. We need bold, strategic solutions that transform our Tier 1 status into a thriving, opportunity-rich future.

Below is the blueprint I’m committed to championing, a plan rooted in innovation, collaboration, and fiscal responsibility.

1. Transforming Our Housing Landscape

A strong city starts with stable homes. We must tackle housing challenges on multiple fronts:

  • Expand Affordable Housing: Incentivize mixed-income development, launch land trusts, and use public-private partnerships to increase options.

  • Improve Housing Quality: Enforce codes and support homeowners and landlords with programs to upgrade and maintain properties.

  • Streamline Permitting: Use tools like CivicPlus Community Development Software to simplify permitting and licensing, spurring responsible growth.

2. Comprehensive Solutions for Our Unsheltered Population

Homelessness isn’t a statistic — it’s a call to act with both compassion and strategy. Our approach must include:

  • Expanding Emergency and Transitional Housing: Scale capacity and diversify options.

  • Integrated Support Services: Connect people to mental health care, addiction recovery, job training, and permanent housing.

  • Community Collaboration: Strengthen partnerships among city services, nonprofits, faith-based groups, and volunteers.

3. Bridging the Wage Gap & Creating Economic Opportunity

Economic mobility is the foundation of a healthy city. It’s time to:

  • Champion Living Wages: Partner with local businesses to pay fair wages that strengthen our economy.

  • Attract High-Paying Jobs: Target industries like tech and advanced manufacturing that bring competitive pay and benefits.

  • Invest in Workforce Development: Build AI-powered education and training pipelines that prepare residents for high-demand careers.

4. Fueling Business Growth & Economic Diversification

A resilient economy requires a thriving business ecosystem. My plan includes:

  • Simplified Business Processes: Use digital portals and automation to make Fayetteville business-friendly.

  • Strategic Incentives: Offer benefits for companies that create good jobs, hire locally, and operate sustainably.

  • Proactive Marketing: Showcase our city’s workforce, location, and quality of life to attract national and global investors.

5. Building an Equitable, Sustainable Future

Progress must also be measured in how we care for people and the planet. Together, we can:

  • Promote Environmental Resilience: Clean up environmental hazards, expand clean energy use, and prepare for climate impacts.

  • Grow Green Spaces: Invest in parks, trails, and urban forestry to improve health and reduce heat.

  • Engage the Community: Use digital tools to educate, gather feedback, and empower residents to co-create sustainability solutions.

Leveraging Technology for Impact

Efficiency isn’t optional — it’s essential. By fully embracing CivicPlus technology and intelligent automation, we can:

  • Increase Efficiency by 40%: Automate workflows so staff can focus on serving people.

  • Boost Responsiveness: Implement Responsive 311 CRM Software to track and resolve service requests quickly.

  • Enhance Emergency Communication: Use a Mass Notification System to deliver real-time, equitable alerts during crises and track disaster relief distribution transparently.

A Call to Collaboration

This isn’t just a campaign promise, it’s a shared mission. By setting clear goals, adopting smart technology, and working together across agencies and organizations, we can create a Fayetteville that’s not just surviving, but thriving.

I look forward to partnering with each of you to build a city that sets the standard for equity, innovation, and community in North Carolina.

With respect and resolve,
Kathy Greggs
Candidate for Fayetteville City Council, District 7
