Statement by Kathy Greggs: No More Secrets, No More Lawsuits

Fayetteville deserves answers. And more importantly, Fayetteville deserves leaders who put accountability first.

Last night, at the City Chamber of Commerce Candidates Forum, Mayor Colvin and Councilwoman Jensen (Mayor Pro Tem) were finally forced to address the multi-million dollar failures—specifically, the disastrous abandonment of over $5 million in construction projects.

I applaud the moderators—Billy Kirby of City View News, Bill Bowman of Upcoming Weekly, and Myron Pitts of The Fayetteville Observer—for ensuring these essential questions were asked, even when uncomfortable.

This massive failure includes the Rosehill Road sidewalk project, a contract first awarded in June 2022 to Mohammad Construction LLC (which changed its name to Apex Contracting Group around April 2024), where the public was kept in the dark until the bitter end.

This revelation only begs the central question I've been asking: Why did they tell the citizens about this colossal failure now, on the campaign stage, and not when it was happening?

We need to vote for the true public servants that will not compromise taxpayer dollars and will not leave the citizens astray for not being honest once this project was forfeit.

The tragic truth is that we often only learn about taxpayer dollars being wasted or projects being abandoned after the damage is done, when the current leadership is forced to confirm it under pressure. This is a failure of leadership and a violation of public trust. Hopefully, voters are paying attention while moving forward into general election voting.

I don't just talk about accountability—I have a proven record of fighting for it. Since 2016, my nonprofit, Fayetteville PACT 501c3, has been on the front lines, relentlessly advocating against the misappropriation of funding and for proper budget allocation at the city, county, and state levels. In fact, on July 18, 2025, I formally requested State Auditor Dave Boliek and his DAVES ACT Taskforce to review our financial records, contractor bidding, and crucial conflict of interest concerns—a critical step since our city has not had a truly independent audit since 2000. From securing proper allocation of federal eviction assistance and American Rescue Plan (ARPA) funds to protect our most vulnerable, I had to force the current administration to spend your money in the right places, even by making a formal Complaint with HUD.

As your next City Council member, I will end the practice of hiding financial failures behind closed doors. My plan for real, proactive accountability is simple:

1. Independent Oversight: Every single contract over a set amount must be vetted by an

independent third-party before a shovel hits the dirt, verifying the contractor has the track record and financial stability to finish the job.

2. Real-Time Transparency: We will implement civic technology that allows you, the taxpayer, to track every dollar spent and view project timelines and status updates in real time. No more surprises.

3. Accountability Forums: I will host quarterly public forums dedicated solely to reviewing the City's budget and capital projects, allowing residents to question decision-makers directly.

We work too hard for our tax dollars to be treated as Monopoly money. I am committed to protecting our dollars, demanding integrity in contracting, and ensuring that our government is honest, open, and always works for the people.

My brother, Former Councilmember Ted Mohn, always ensured he was transparent and allowed access to him as a leader. I will do the same without salary pay, as we both agreed.
